or is it with chuck hagel, john brennan, john kerry? >> it's all the president. the president picks the people that he puts around him, too. with respect to chuck hagel and brennan, defense and c.i.a. just in the last week, their performance in front of the committees that have to confirm them has been pretty poor and that's not my judgment, that's the judgment of senators on both sides of the aisle. >> if you were in the senate would you vote against confirmation of chuck hagel? >> i would. >> rose: there are those who argue that this is personal with respect to chuck hagel because he said what he said with respect to the surge. is it for you personal? >> no, it's not personal for me. i presided or participated in the senate policy, republican policy for eight years. every tuesday when i was in town and i can't recall ever seeing chuck in one of those lunches. he wasn't sort of a very active participant as best i can tell from my perspective. i do believe that there are people that are far better qualified than he is to be -- >> rose: doesn't have the president some choice in determining who he ought

talk about other issues in the news. let's get your take. chuck hagel, is he going to make it through? >> my guess is he probably will. tavis: will you vote for him? >> not sure sure. i have met him for many years. i am concerned about his feeling about women in general, about gays in the military as well. he reassured me his views have evolved and change, and that is good, but i have concerns. tavis: immigration, the president has given his speech on it. the senate has come forth with its proposal. the ultimate question is whether or not you expect we will see meaningful immigration reform. again tavis: i would -- >> i would say we have a reasonable shot to do that. the hispanic community was involved in obama's reelection. democrats know that. republicans are nervous about their political future with regards to the hispanic community, so i think in terms of public support there is an understanding it was simply unfair that 11 million people continue to live in the dark, not having legal rights. there has to be a path toward citizenship. my guess is that will probably happen. tavis:

now around chuck hagel. this is, people have pointed out, this is a bunch of seasoned white guys, they are a team that's nothing like as star studded as the team he had in his first term. again i think that reflects to some large extent the degree of something doris was just talking about was the president has swayinger right now and a lot of confidence. and forepolicy, he's kind of outsourced foreign policy in the first term. he's insourcing it back in the whitehouse again. this is his foreign policy and he's running into controversy over the drone program right now. this is a foreign policy national security team that is much more implementers and not super stars in their own right. barack obama has got ownership. he doesn't seem to support the kind of cast he had four years ago. >> rose: mark halperin when you looked at the possibilities of dealing with republicans especially the sequester question, is there some sense that the administration kneeling confident has pulled it off? >> i'm more pessimistic about it than i've been since probably the president took office. these o
